Consolidation ashes stirred by April 1 state grants

The Michigan Treasury Department’s announcement on April Fool’s Day it had awarded $13 million in grants to local governments and agencies under a program that encourages consolidating services drew contrasting comments here five months after Douglas and Saugatuck voters scotched an effort to merge the cities.
