Basement Beat: 911 surcharge proposal

Up next: the proposal to set the 911 surcharge.

The precinct-by-precinct data, below, from the Aug. 5 primary shows this measure passed in most municipalities, as you’d expect when a proposal is passed by a 10,192-4,635 vote.

The approval not only renewed the county’s ability to place a monthly surcharge on bills for device that can dial 911, it also increase the maximum amount of the fee to $3. That’s a 20 cent-increase.

The county has estimated it will set the surcharge to that amount in order to collect enough revenue to run 911 Central Dispatch and fund more than $13 million in capital expenditures expected in the next 15 to 20 years.

The dispatch center communicates with law enforcement officers throughout the county using an 800 MHz radio system purchased in 2001. The county currently knows it needs to begin to replace it by 2017 at an estimated cost of $9.1 million.

The new system will be designed to last through 2027.

The other major cost involves an estimated $3.5 million throughout the next 15 years to maintain a replacement schedule for the mobile computers in road patrol vehicles.

According to the county, costs through 2015 are expected to be covered by funds the dispatch department already has.

Set at $3, the surcharge will generate approximately $3.5 million annually from the 96,000 users that pay the fee.

That is not enough to pay up front for a new radio system, but it could make the debt payments on a bond for the project.

The surcharge, under current state law, cannot be increased beyond $3.
